The reason is that there is a restoration staff skill line with healing skills. For skill lines associated with gear, you need to have the gear equipped in order to use those skills. You can have a skill with a chainsaw that cuts wood, but it's useless if you are equipped with a stethoscope.

ESO questing is a lot easier, both alone and in a group. Just the flow of it and the ease of turning things in and continuing on the quest without having to go through menus and hit buttons.
